Winter Carnival is a unique youth festival held at Ram Bagh in
Manali,
Himachal Pradesh. It is celebrated for encouraging local talents, and attracts both locals and outsiders alike.
A number of cultural programs such as folk dances, songs, fancy dress competition, photographic exhibitions and fashion shows are conducted on this occasion. The participants are from various youth clubs, colleges and universities. There is a panel of judges to evaluate the skills of performers.
This festival falls in the month of February especially during the peak season of skiing. It has been declared a state-level event by the Himachal Pradesh Government.
